Italy’s Consulate in São Paulo launches a pilot program for the electronic ID card — but only for those who can prove genuine need.
What is the CIE and who can apply
The Italian Consulate General in São Paulo has launched the pilot phase for issuing the Carta di Identità Elettronica (CIE) — Italy’s electronic national identity card. The announcement has been long awaited by the Italian-Brazilian community, but comes with strict eligibility requirements.
Only citizens registered with AIRE (Registry of Italians Residing Abroad) with up-to-date records and a valid codice fiscale (Italian tax identification number) will be eligible. During the pilot phase, applicants must also provide proof of genuine need for the document.
The CIE does not replace the passport

The CIE is useful in specific situations: as official identification within Italian territory and to streamline bureaucratic processes with public institutions in Italy. It does not function as an international travel document.
Why the consulate requires proof of need
The requirement is designed to prevent mass applications and ensure efficient service delivery. Attorney Rotunno explains that applicants must present documentation justifying the issuance — such as employment contracts, enrollment in Italian educational institutions, or other situations requiring official identification in Italy.

São Paulo is home to one of the largest Italian communities outside Italy. The consulate has signaled that access to the document may be broadened in the future, but the current priority remains cases with demonstrated need.
